COMMITTEE TERMS OF REFERENCE
The Committee structure is designed:
-
To achieve a
unified structure, with common policy throughout all Sections of the Rugby
Section and all age groups.
-
To establish an effective and efficient
Executive Committee who has overall control of the Section and who will,
particularly, deal with the day-to-day management of the Rugby Section
within the areas of finance, policy, RFU liaison and development planning.
-
To enable the larger Senior Rugby,
Junior Playing and Mini Playing Committees to deal more exclusively with the
organisation of the playing of the game.
-
To allow certain jobs to be carried out
by individuals or committees
EXECUTIVE COMMITTEE
-
This small committee has the power to deal
with all aspects of the Sections affairs and to act upon the recommendations
of any other Committee or Sub-Committee. In particular it will have overall
responsibility for the finance, policy and future development of the whole
Section.

It will meet when necessary but generally once
a month.
-
Notes of actions (where judged appropriate by
the Executive) will be distributed to the Senior Rugby and Youth Rugby
Committee members and to the Chairman of any other Sub-committees in
addition to the Executive members.

This committee will be formed by the
following: Section Chairman; Section Secretary; Section Treasurer; Chairman
of Youth Rugby; Chairman of Selectors (representing the senior players and
coaches) and a floor member elected at the Rugby AGM.
SENIOR RUGBY COMMITTEE
-
The Senior Rugby Committee is responsible for
all matters relating to the playing of Senior Men’s, Senior Women’s and
Colts and Youth Rugby and may act in all matters of detail within the
approved policies of the Executive Committee. However, the actual
organisation of Youth rugby is devolved to the Youth Rugby Committee who
will report to the Senior Rugby Committee, on rugby playing matters, via
their representative on that Committee or to the Executive Committee on
matters of policy.

It will meet on the first Monday of every
month except on Bank Holidays when it will meet on the second Monday,
-
Notes will be distributed to Rugby Committee
members and any member of the Executive Committee not on the Rugby
Committee. Where appropriate, decisions reached at these meetings will be
published on the web-site (members area).

The Members of the Senior Rugby Committee will
be elected annually at the AGM of the Rugby Section.
SENIOR
SUB-COMMITTEES
Although not formal sub-committees, there are
groups of people involved in the day-to-day running of the Colts and Ladies’
teams with respect to fixtures, referees, membership, coaching and so on.
However, these will always report to, and be guided by, the Senior Rugby
Committee.
DEVELOPMENT SUB-COMMITTEE
-
To bring together
roles that don't, necessarily, have official roles on any other committee
and cross Senior/Youth rugby with a view to developing the Club.
-
To confirm that the
actions in the Annual Recurring Action Plan are being taken
-
To Review the Development Plan and Action Plan
-
To Review all Club Policies on a regular basis
-
To consider and action any new initiatives
emanating from the RFU or HRFU
-
To report to the Rugby and Youth Committees
YOUTH COMMITTEE
-
The Youth Committee is a small committee for
Youth Rugby (Girls and Boys) from U7 to U16. It has responsibility for all
matters relating to the administration of Mini and Junior Rugby including
organisation, finance and social matters.
-
It provides a link and guidance with and
between the Mini Rugby Playing Committee and the Junior Rugby Playing
Committee.
-
It is the main link between the Playing
Committees and the Senior Section, the Club administration, Hampshire Youth
Committee and all other outside bodies and Clubs.
-
It will report to the Executive Committee on
administration matters and the Senior Rugby Committee on playing matters.
-
It will meet monthly.
-
Members of the Youth Committee are elected
annually at the Youth Rugby AGM apart from the Ex-Officio member who is the
Section Treasurer.
-
All members of this committee must be full
voting right members of the Trojans Club.
MINI RUGBY PLAYING COMMITTEE
-
The Mini Rugby Playing Committee is chaired by
the Chairman of Mini Rugby and comprises the coaches and managers of all the
Mini Rugby sides (U7 to U12) and the Mini Fixtures Secretary.
-
It is responsible for the day-to-day
organisation of the coaching and playing of Mini Rugby within the Club.
-
It will inform the Youth Committee of all
their necessary requirements to enable Mini Rugby to flourish and develop.
This will include Succession Planning; Development and Training of Coaches/
Managers and Administrators; Provision of Kit and Equipment; Suitability of
Fixtures; Suitability of Infrastructure; Issues of Child Protection
/Equality / Standards / Communication / etc.

It will meet as required and may undertaken as
a short meeting immediately after training.

The Chairman of Mini Rugby is elected at the
Youth Rugby AGM.
JUNIOR RUGBY PLAYING COMMITTEE
-
The Junior Rugby Playing Committee is chaired
by the Chairman of Junior Rugby and comprises the coaches and managers of
all the Junior Rugby sides (U13 to U16) and the Junior Fixtures Secretary.
-
It is responsible for the day-to-day
organisation of the playing of Junior Rugby within the Club.
-
It will inform the Youth Committee of all
their necessary requirements to enable Junior Rugby to flourish and develop.
