RULES Amended 23/06/05
1. The objects of the Section are the promotion of the game of Rugby Football, in accordance with the laws of the Rugby Football Union, and any other sports and social activities as may be required from time to time.
2. Except where otherwise provided by these rules, the rules of the Trojans Club for the time being adopted also apply to the Section.
3. The playing colours of the Section shall be blue jerseys with narrow red hoops, blue shorts and red and blue socks and shall be worn by players representing the Section in matches.
4 Committee Organisation
4.1 The management of the Section shall be deputed to an Executive Committee comprising -
Section Chairman Section Secretary Section Treasurer Chairman of the Youth Committee 2 members nominated by the Rugby Committee
4.2 The playing of the men’s, women’s and colts’ game of Rugby Football Union shall be organised by a Rugby Committee comprising -
4.3 The playing of the game of Mini and Junior Rugby for boys and girls shall be organised by a Youth Rugby Committee comprising -
All members of the Youth Committee must be voting members of the Trojans Club.
There will also be a playing committee for Minis and a playing committee for Juniors each comprising -
4.4 The Executive Committee may appoint such sub-committees and may co-opt such individual members to any committee or role as it shall deem necessary to assist it to carry out the objects of the Section
4.5 The Executive Committee shall have the power to appoint a member of the Section to fill any casual vacancy on a Committee until the next Annual General Meeting.
4.6 A quorum of the Executive Committee shall consist of four members. A quorum of the Rugby and Youth Rugby Committees shall consist of five members.
4.7 The section Chairman shall be an ex-officio member of all committees and subcommittees.
5 Election Of Committees
5.1 The Section Chairman, Section Secretary, Section Treasurer, shall be elected at the Section Annual General Meeting which shall be held in the close season on a date to be fixed by the Executive Committee. The meeting shall be chaired by the outgoing Section Chairman or, in his absence, by a member nominated by the Executive Committee.
5.2 The other elected members of the Rugby Committee shall also be elected at the Section Annual General Meeting.
5.3 The non-elected members of the Rugby Committee shall be by appointment by the Executive Committee in consultation with the Rugby Committee.
5.4 The Youth Rugby Chairman and Committee shall be elected at an Annual General Meeting which shall be held on a date to be fixed by the Rugby Committee subject to that date being prior to the date of the Section Annual General Meeting. The election of the Youth Rugby Chairman shall be subject to the approval of the Section Annual General Meeting.
5.5 The members of the Mini and Junior Playing Committees shall be by appointment by the Youth Committee.
6 General Meetings
6.1 Any member desirous of moving any resolution at the Annual General Meeting shall give notice thereof in writing to the Secretary not less than ten days before the date of such meeting.
6.2 The Executive Committee may at any time for any special purpose call a Special General Meeting and it shall do so forthwith upon the requisition in writing of any twenty members stating the purpose for which the meeting is required.
6.3 Not less than fourteen days before the Annual General Meeting, or any Special General Meeting, a notice of such meeting and of the business to be transacted thereat shall be posted in the Club-House and not less than fourteen days before such meeting a printed copy of such notice shall be sent to every member, and no business, other than that of which notice has been given or given under rule 6.1 shall be brought forward at such meeting. A report and statement of accounts shall be placed on the Section notice board before the Annual General Meeting.
6.4 Candidates for election to the Executive or Rugby Committee may be nominated by the Executive or Rugby Committee or proposed and seconded by members of the Section in writing, such nominations to be received by the Hon Secretary not less than seven days before the Annual General Meeting. Nominations for the two Rugby Committee floor members may be made and seconded from the floor at the Annual General Meeting. Proposes and seconders must give assurance of their nominee's willingness to serve.
6.5 Members qualified to vote at the Rugby Section Annual General Meeting and any Special General Meeting shall be aged 18 or over and either playing members or non playing members of the Rugby Section.
6.6 Members qualified to vote at the Youth Rugby Annual General Meeting shall be those qualified to vote at the Section Annual General Meeting together with Associate Rugby Members.
6.7 At the Annual General Meeting, for the election of members of Executive or Rugby Committee, members attending will be allowed one vote for any single position. If no candidate receives more than half the votes of those taken, the candidate having the lowest number of votes shall be eliminated and a fresh vote taken. This procedure to be repeated until one candidate receives more than half the votes taken in any vote. Any person nominated for a position for which no other candidate is nominated will be automatically elected. Under no circumstances will there be a vote against a candidate. In the event of two of more candidates receiving an equal number of votes, the Chairman of the Annual General Meeting shall have a second and casting vote.
7 The Executive Committee may from time to time make, repeal and amend all such regulations (not inconsistent with these rules) as it should consider expedient for the internal management and well being of the Section. All Regulations made by the Executive Committee under this rule shall be binding upon the members of the Section until repealed by the Executive Committee or set aside by a resolution of the Section in General Meeting.
8 No member shall, except for the services rendered at the request of the Executive Committee, on any pretence or in any manner receive any profit, salary or emolument from the funds or transactions of the Section.
9 The Executive Committee shall be the sole authority for the interpretation of these rules and of the regulations made there-under, and the decision of the Executive Committee, upon any question of interpretation or upon any matter affecting the Section and not provided for in these rules or by the regulations made there-under, shall be final and binding on the members.
10 Code of Conduct
10.1 This rule on code of conduct is included under the compulsion of the rules of the Hampshire Rugby Football Union.
10.2 All members of this club are expected to play or support the playing of the game of rugby football in accordance with the spirit of good sportsmanship and fair play. The full code of conduct as printed in the Hampshire Rugby Football Union handbook is to be taken as being part of these rules.
10.3 Any player sent off in a match resulting in an appearance before the County disciplinary committee will repay to the Section the charge made by the County for such a hearing.
10.4 These rules may be added to, repealed or amended by resolution at any General Meeting by notice given in accordance with rule 6.3 or given under rule 6.2
CODE OF CONDUCT
Adapted from The Hampshire Rugby Football Union, Regulation 14
1 The Club is required to include this Code of Conduct as part of its constitution and rules.
2 All persons in membership of this Club are expected to play or support the playing of the Game in accordance with the spirit of good sportsmanship and fair play.
3 In particular, everyone, including players, officials, coaches, parents and spectators, should ensure that in their playing of the Game, and also in their general support of the Club and its teams, they at no time indulge in any unsporting behaviour or activities which could blemish the good name of the Club or bring the reputation of the Game into disrepute, namely, insulting opponents; making offensive remarks to match officials or opposition supporters; deliberately feigning injury; taking property belonging to opponents; publicly criticising match officials via the media; playing under the influence of alcohol or illegal drugs; making racial or racist remarks; or behaving in any way likely to cause offence (including to members of the public whilst travelling to, or from, a match).
4 Club policy is not to poach players or coaches from other clubs by financial inducements.

6 Everyone should understand that this Club could be held accountable to the Rugby Football Union for any misconduct such as that outlined above.
7 This Club will not select any player or coach who repeatedly infringes this Code.
8 The Disciplinary Sub Committee may hold an inquiry into any alleged breach of this Code and may suspend or expel any serious offender.
